Service Manager - Phoenix House

Job Introduction

Are you ready to lead a ground breaking supported accommodation service in a stunning Edwardian property and make a real difference in Manchester?

We are opening a brand-new, fully refurbished Edwardian property in South Manchester – a stunning 5-person shared house, supported accommodation service designed to provide a safe, therapeutic environment. This flagship service will support for men aged 20–40 with mild to moderate learning disabilities and mental health needs, many with a history of trauma, who are leaving prison or at risk of contact with the criminal justice system.

Our mission is to deliver person-centred, trauma-informed care that promotes independence, reduces risk, and helps individuals reintegrate into the community. Expected outcomes include sustainable recovery, reducing re-offending, improving mental health and wellbeing, and increasing access to education, employment, and positive social networks.  The desired outcome is for the people we support to move-on to a less supported environment, within anticipated timescales of 18-24 months

Role Responsibility

This is a unique opportunity to shape a new service from the ground up. You will join us one month before the service goes live in April 2026 and play a pivotal role in:

  • Recruiting and developing a skilled, values-driven team
  • Setting the culture and vision for the service
  • Embedding best practice and innovative approaches from day one

You’ll work closely with Manchester City Council, Probation Services, and Forensic Social Workers to ensure safe, effective pathways for individuals transitioning from custodial settings.

Key Responsibilities

  • Provide operational leadership and ensure compliance with all regulatory standards
  • Oversee risk management processes, including MAPPA and safeguarding protocols
  • Manage budgets, KPIs, and contractual obligations effectively
  • Build strong relationships with commissioners and community partners
  • Drive continuous improvement and service development initiatives

The Ideal Candidate

  • Experience managing services for individuals with learning disabilities and/or forensic backgrounds
  • Knowledge of trauma-informed care and positive behaviour support
  • Strong understanding of criminal justice pathways and risk management frameworks
  • Excellent leadership, communication, and organisational skills
  • Relevant professional qualification (e.g., Nursing, Social Work, or equivalent) desirable
